INTER-DISTRICT OPEN ENROLLMENT GUIDELINES

The open enrollment application period for the 2021-2022 Athens City School District school year opens Monday, April 12th, and closes Friday, April 23rd, at 4:00 pm.

The Athens City District Board of Education believes that all students should under certain prescribed circumstances benefit from an inter-district open enrollment policy. Guidelines for the transfer of students, based upon criteria established by the school administration are listed below. The specific criteria for this program shall be consistent with ORC 3313.64 and ORC 3313.65

  1. All applications for inter-district transfer must be completed and submitted to the Superintendent’s office during the open enrollment period for acceptance in the Athens City Schools for the following school year. An individual application must be submitted for each student applying for Open Enrollment Inter-district Transfer. The Athens City Schools reserves the right to assign the building for acceptance of the student requesting inter-district transfer. Date of notification of acceptance or non-acceptance will be on or before August 15.  Please do not register on Final Forms until you receive notification that you have been accepted.

  2. Applicant shall be considered on a first-come, first-serve basis, with an assurance that native students will not be displaced. Employees’ children, per the negotiated agreements will have preference of acceptance for inter-district transfer. Students previously approved shall have preference over new applications. However, approval for one year does not guarantee approval in the future.

  3. Inter-district transfer will not be permitted if the enrollment of the building’s grade level, class level and/or program level has exceeded the following:

    • Grades K-3: 20 students per class*

    • Grades 4-6: 23 students per class*

    • Grades 7-8 (Middle School): 200 students per grade level

    • Grades 9-12 (High School): 200 students per grade level
      * Special Education programs: 80% of maximum capacity
      * Not to exceed 200 students per grade level

  4. Enrollment in a special program (i.e. gifted, learning disabilities and developmental handicapped) may dictate the location of enrollment into the district.

  5. OHSAA Athletic transfer guidelines will be in effect for all transferring students.

  6. A student may be rejected if the student has been suspended or expelled for ten (10) consecutive days or more in the current or previous school semester may be denied.

  7. Applications may be rejected if the racial or socio-economic balance of the receiving school would be negatively impacted.

  8. The Athens City School District will not provide transportation for inter-district transfer open enrollment students.

INTRADISTRICT OPEN ENROLLMENT GUIDELINES

The open enrollment application period for the 2021-2022 Athens City School District school year opens Monday, April 12th, and closes Friday, April 23rd, at 4:00 pm.

The Athens Board of Education believes that whenever possible students should be permitted to attend their school of choice within the district.  The law mandates that district-wide open enrollment be provided for.  As such the Board of Education will permit students to apply for attendance at their school of choice outside their assigned area, based upon criteria established by the school administration. However, students assigned to a specific attendance area will be given priority.

Other criteria include:

  • Transfers may not create a racial or socio-economic imbalance.

  • Grade level, building and program balance can be maintained.  The following will be used to facilitate the consideration:

    • Grades K-3: 20 students per class
*Special Education Programs: 80% of maximum capacity

  • Enrollment figures must be projected into the future grades so that the policy relative to enrollment limits will be maintained for the duration of the student's transfer.

  • Applications must be turned in during the open enrollment period as set by the district.

The superintendent will make the decision whether to grant or to deny the intra-district enrollment.  Date of notification of acceptance or non-acceptance will be on or before August 15.

The student, once reassigned, will remain in the school of choice for at least one year.

The Athens City School District will not accept responsibility for the transportation of the intra-district transfer open enrollment student to their school of choice. Transfer buses will not be provided.
